Community Input - FY27 Budget!
With the VT Education Funding system there is not a direct correlation between a school district's budget and the town tax rate. Last year, the MTSD budget increased by 7% and yet the tax rate decreased by -5.66%. There have been other years when the budget decreased and the tax rate increased. This is directly tied to the formula the State uses to disburse funds to schools. It is very complicated.
Districts do not receive the ‘estimated’ impact of their budgets on the tax rate until mid-December. They then only have a few short weeks to make adjustments. It is the goal of the MTSD Board of Trustees to bring forward a budget that achieves their goals for a high quality education while also being fiscally responsible.
The MTSD Board of Trustees is seeking community engagement and input to support this year’s budget process. Your perspective will help inform any decisions they may need to meet their goals.

Inclement Weather Memo
The Milton Town School District understands that any decision to open or close schools in bad weather has an effect on families. Research shows that children are better served, both academically and socially, by being in school. During times of inclement weather, our top priority is the safety of our students, faculty and staff.
It is important to understand that decisions about delayed starts, school closures, and early releases are made with the best of intentions and with the most accurate information we have at that time.
HOW DO WE MAKE OUR DECISION?
Please understand that I will make the decision to open or close the schools in bad weather by 5:30 AM based on a careful analysis of all relevant factors, such as:
Road conditions and recommendations from the VT Agency of Transportation, Milton Police, Milton Highway Department, and Mountain Transit. We must give careful consideration to the most dangerous roads in the district.
Snow and ice accumulation, precipitation, temperature and wind chill.
MTSD building and parking lot conditions.
Weather predictions. We prefer not to make our decision based on weather predictions, which are not always accurate. But sometimes this is unavoidable.
Consultation with other school districts.
HOW IS THE PUBLIC NOTIFIED?
Families are notified via phone, email, and/or text messages. It is also posted to the MTSD Live Feed which connects to our Social Media and the MTSD APP. In addition, the information will be on WCAX.
WHAT ARE THE LOGISTICS FOR DELAYS AND CANCELLATIONS
School Is Closed: No transportation service is provided and no access to the building is available.
School is Delayed: Delays are for two hours. If a delay occurs, morning preschool will be canceled for the day. Afternoon pre-school buses will run at their regular times.
Early Dismissal: Mid-day inclement weather can create different problems and the district seldom uses early dismissal for several reasons.
The bus fleet must get prepared and this requires a 2 hour notification.
Mid-day closure can create hardship in organizing child supervision.
WILL WE CLOSE SCHOOL IF CONDITIONS UNEXEPECTEDLY WORSEN?
No. Once we make the decision to open the schools, families rely on it and many make arrangements for work. If conditions get worse during the school day, an early dismissal may occur, but we will give adequate notice to all families.
Although we do our absolute best in this process, we know that often no perfect decision exists. If, based on current weather conditions, you do not feel that it is safe for your child to attend school, please use your best judgment to determine their attendance and/or transportation for the day.

Milton Town School District Contributed to the 2025 Community Health Needs Assessment
This year, Superintendent Amy Rex served as a member of the Chittenden and Grand Isle Community Health Initiative Assessment Committee which is a year-long regional effort to collect and analyze data about community health and well-being.
The result of that work, the 2025 Community Health Needs Assessment (CHNA), is now available. Developed with 15 community-based partners and input from nearly 1,500 residents across 12 languages, the CHNA will help guide community investments and initiatives for the next three years.
Top Priorities Identified:
Building Community Connectedness
Engaging on Mental Health
Increasing Health Care Access

Title IX - Hazing, Harassment, and Bullying Information
Dear Families,
Our district is committed to creating a safe and welcoming environment where every student can learn and succeed. We believe that a strong foundation for learning includes understanding rights and responsibilities for healthy relationships.
Part of this work is actively preventing and addressing hazing, harassment, and bullying in all forms, including those related to Title IX and sexual harassment. We want to ensure all students and families understand their rights and feel safe at school.
Each school within the MTSD provides targeted prevention education to students. In addition, we have trained staff to respond to incidents of hazing, bullying and harassment. To support you at home, we have attached a resource with information about Title IX and tips for talking with your child(ren).
By working together, we can ensure our schools remain places where every student feels respected and safe.
Thank You.

September 2, 2025
To: All MTSD Families
From: Amy Rex, Superintendent
As we prepare for the new school year, our main goal is to make sure every student has a positive, safe, and welcoming place to learn and grow. We believe students learn best when our schools are safe. This includes digital safety.
The world of technology is constantly evolving, and Artificial Intelligence (AI) is rapidly making its way into K-12 education. At MTSD, we recognize that we must teach students how to use AI appropriately while also keeping them safe. To prepare for AI, we have developed a set of Beliefs, Principles, and Practices for our district. This framework is attached to this message. As we continue on the AI journey, we will actively seek your feedback on our beliefs, principles and practices and make adjustments as needed. Throughout the year, we will also share resources to help you support your children’s learning and use of AI technology.
As part of the AI engagement process, we have created an "Opt In/Out" form specifically for student use of AI tools, ensuring that you have a voice in AI developments. Please fill out one form per student.

Dear Members of the Milton Community
In light of the social media discussion and misinformation regarding MTSD Policy C28: Transgender and Nonconforming Students, I am writing to you to provide a broader context and accurate information.
VT has extensive legal protections for transgender and nonconforming individuals banning discrimination based on gender identity in employment, public accommodations , education, housing and insurance including 9 V.S.A. 4502 which protects all students from discrimination, C28 aligns with these laws.
VT schools have had policies and practices in place regarding Transgender and Non-conforming Individuals since 2010. This includes athletic team access.
C28 has been a policy in the MTSD since 2021.
The C28 policy revisions that were voted on at the September 11, 2025 Board meeting were necessary to align the existing policy with current laws and involved removing outdated language related to Title IX.
All students in the MTSD have access to bathrooms and locker rooms that provide single stall privacy. These accommodations have been in place since renovations were done to MMS and MHS over 10 years ago.
In terms of athletic teams, the VT Principal Association is the governing entity for rules of play regarding transgender and non-conforming students.
If you have additional questions or would like more information regarding the implementation of C28, please do not hesitate to reach out to Amy Rex, Superintendent. Thank you for your continued engagement.
